A block of flats — registering your address in Germany after a move

The first piece of paper you need in Germany

The Anmeldung is the registration of your home address. It sounds like a formality, but in Germany it is the point everything else starts from — without the registration certificate you will struggle to open a bank account, get a tax number or apply for a residence permit.

So it is not something to put off. It is the first thing to do after moving in, before buying furniture and before everything else.

The deadline: two weeks from moving in

Under the German registration act, anyone who moves into a dwelling must register with the relevant office within two weeks of moving in. The clock runs from the day you actually moved in, not from the day you signed the tenancy agreement.

Registration is done at the city office — Bürgeramt, Einwohnermeldeamt or Kundenzentrum, depending on the city. In larger cities it is by appointment only.

What to bring

For the appointment itself you need:

  • your passport or identity card, with a valid visa or residence endorsement if you have one;
  • Wohnungsgeberbestätigung — the landlord's confirmation that you have moved in, signed by them. This is the document people most often forget to ask for in time;
  • Anmeldeformular — the completed form, usually downloaded from the city's website;
  • confirmation of your appointment.

Ask the landlord for the confirmation the moment you collect the keys. If the landlord lives in another city or an agency is acting as intermediary, getting hold of it can take longer than the deadline itself.

Meldebescheinigung — the thing you actually came for

What you leave with is the Meldebescheinigung, the registration certificate. It is issued the same day, free of charge, and it is the document every other office will ask you for.

Keep several copies. The bank will want one, the tax office will want one, and the immigration office will want one — and getting a replacement means another appointment in a city where appointments are the scarce resource.

What happens if you are late

Late registration is an administrative offence, and the law provides for a fine of up to €1,000. In practice a first lapse is rarely penalised if you can show you booked the appointment within the first fourteen days — which is common in cities where the wait for an appointment runs long.

That is the practical advice: book the appointment immediately, even if the date itself is weeks away. The booking is what protects you, not the appointment.

How this fits with the move itself

The order that causes least stress: agree the move-in date, book the registration appointment straight away, and only then book the transport. That way the Anmeldung appointment does not land on the day you are unloading the van.

The registration also ties into customs, if your things are coming from Serbia — proof of registration in Germany is exactly what customs wants as evidence that you are genuinely moving. We covered that in customs when moving to the EU.

We run routes to Germany regularly; the full list of cities and prices is on the Germany – Serbia page.

Frequently asked questions

What is the deadline for registering in Germany?

Two weeks from the day you move into the dwelling. The clock runs from the actual move-in, not from signing the tenancy agreement.

What is a Wohnungsgeberbestätigung?

The landlord's confirmation that you have moved in, signed by them. It is a required document, and you should ask for it when you collect the keys — obtaining it later can take longer than the deadline.

How much does registration cost?

The registration itself and the certificate (Meldebescheinigung) are free, and the certificate is issued on the day of your appointment.

What if I miss the two-week deadline?

Late registration is an offence carrying a fine of up to €1,000. In practice a first lapse is rarely penalised if you booked the appointment within the first fourteen days, which is common where waits are long.

Where do I register?

At the city residents' registration office — Bürgeramt, Einwohnermeldeamt or Kundenzentrum, depending on the city. In larger cities it is strictly by appointment.

Why do I need the certificate?

Without it, opening a bank account, getting a tax number and applying for a residence permit are all difficult. It is also proof to customs that you are genuinely moving, which is a condition of the duty relief on personal effects.
